It means 1 of 2 things. Either he really means later, because right now is bad. Or it is a no he did not want to type.
You cannot tell from the 2 words. But there is a part of this you fully control, and it is the part most people get wrong: what you send after it.

"He said maybe later, what does that mean." Search it and you get both answers, with the same confidence. Both are right about somebody.
Some people say "maybe later" to a call because they are on a bus. Some say it to a call they never plan to take. The words are the same. The person is different, and a list has not met him.
It is close to "we'll see", but not the same. "We'll see" is usually about a plan on a day. "Maybe later" is usually about right now: a call, a talk, a question you asked tonight.
Find the last time he pushed something to later. Then look at what came after.
You do not need to guess about men in general. You need 2 points from him, and they are already in your thread.
Here is how it usually goes. He says "maybe later" on Tuesday. 20 minutes later you send i'm here whenever. 2 hours later, did i do something? 90 seconds after that, sorry - ignore that.
It does not feel like chasing while you do it. It feels like explaining. But look at the thread from his side. He said 1 thing. The other 3 are yours.
And the 4th text is the one that hurts most. It is the apology for the 3rd. It takes the question back. Now there is nothing left on the table for him to answer, even if he wanted to. Taking it back is not the same as not having sent it.
The problem is not that 3 is too many. It is that each message undid the one before it.
1 short reply that leaves the door open and asks for nothing. Something like: sure, no rush
Then stop. Do not add a 2nd line to soften the 1st one. If "later" is real, he now has an easy way back. If it is not, you found out without handing him 3 more messages to not answer.
If you asked something that matters, you can say it once, plainly, and let it sit. Once is enough.
If you have already sent 1 or more since his "maybe later", the better move today is to send nothing. Not to fix the last one. Not to explain it. Just nothing, and let the thread rest with his turn open.
If he has told you to stop texting, or blocked you, "later" is not an opening. Do not push contact.
Sending nothing today is a normal result. It is not giving up. It gives "later" room to be real.
You paste the conversation and it reads "maybe later" against him rather than against a list — what happened the last time he said it, and whether this is his normal way of answering or a change.
Then it writes the reply back in 4 tones, and tells you if the better move today is to wait instead of sending anything.
Try it on your conversation
