He says he's busy. Is that the whole story?

It is the most common thing anybody says, and most of the time it is true.

The question is whether it is the whole thing — and that is readable without guessing.

Busy has a shape

A genuinely busy person is irregular, not consistent. They vanish for 2 days and then send 3 messages at 11pm.

The contact is patchy. The warmth is unchanged.

The other version has a different shape

Steady, small, on time, and cooler. The replies arrive; they just arrive with nothing in them.

That is not a schedule. A schedule does not change the temperature.

The thing that settles it

Watch what happens to plans. Busy people move plans and say when.

Someone stepping back lets a plan dissolve without ever declining it.

What to send

1 concrete offer with a day in it. Not "let me know when you're free" — that hands them homework.

Then take the answer at face value. Once.

What ZZEND does with this

It compares this stretch to how this person behaved the last time they were genuinely swamped, if that is in the thread.

That comparison is the answer. Texting rules in general cannot give you one.
