Ghosting and a bad week look identical for the first 48 hours, which is why you cannot tell from how long it has been. 6 hours is nothing for 1 person and a lot for another.
What tells you is how long he normally takes. So the answer is not a number of hours. It is his number, and it is already sitting in your thread.

"How long before it counts as ghosting." You will find answers: 24 hours, 3 days, a week. They sound sure. None of them have met him.
He read it. He did not type. That looks the same whether he is at work, stuck on what to say, or done. A rule about hours treats all 3 as 1 thing, and it treats him like everyone else.
Scroll up and look at how he usually answers you. Not on his best day. On a normal week.
Ghosting is not a long gap. It is a gap that is much longer than his normal, with nothing open between you.
Whose turn it is. If his last message asked you something and you have not answered, you are not being ghosted. He is waiting on you. If your last message asked him something real, the silence is his.
What is happening to plans. Busy people move plans and say when. Someone stepping back lets a plan go quiet without ever saying no. More on that in "he says he's busy".
A common move: he takes 4 hours, so you start taking 4 hours too. It feels even. It is not. You are both just guessing what the silence means, and neither of you is reading the actual text.
If his last message came with a real question in it, like you still free friday? that thing starts at 7, answer it when you see it. Waiting 4 hours to be fair tells you nothing, and it can cost you the plan.
If it has only been his normal gap: nothing yet. It is not ghosting. It is Tuesday.
If it has been well past his normal and your message was the last one: 1 short, easy message that does not mention the silence. Not "so are we good?" That is hard to answer over text, and it hands him your whole evening. Something like: hope your week's been ok. still want to try that taco place?
He can answer that in 6 words. If he does, you were not ghosted. If days pass and nothing comes, that is an answer too, and you did not have to chase it.
If you have already sent 2 in a row, the better move today is to send nothing. A 3rd one will not bring him back faster.
If he said he needs space, or ended things, or blocked you, this is not a ghosting question anymore. Do not push contact.
Sending nothing today is a normal result. It is not losing. It lets you see what he does on his own.
You paste the conversation and it reads the silence against him rather than against a rule — how fast he usually answers, what has been changing lately, and whether this is new for him.

Ghosting is silence. Soft ghosting is when contact continues and content stops: reactions instead of replies, likes instead of answers. If something is still coming back and it is never words, you have the second one, and it needs a different move — see what is soft ghosting.
You can, once, if it has its own reason to exist. A second message that is only a nudge tends to answer the question in a way you did not want to ask.
