"They like me but they are scared" and "they are being careless" produce the same thread. Averaging them gives you a number that describes nobody.
Write down the warm days and the cold days separately and look at what is different about them. Usually something is — the time of week, whether they initiated, what was happening around them.
Interest without availability. They mean it when they are there. They are just not going to build anything, and the gaps are not messages.
Availability without interest. They answer every time and never start anything. The consistency looks like care and it is mostly politeness.

Warmth in replies is cheap. Starting is not. If every conversation for a month began with you, the signals are not actually mixed.
"Where is this going" gets an honest answer roughly never. It asks someone to commit in writing under pressure, and the safe answer is always the vague one.
If you need to know, the version that works is smaller and specific — about a plan, not about the relationship.
