It is easy to spend an hour on this and get nowhere, because a follow does not say anything on its own.
The point is not to guess his mood. It is to figure out if this is worth a response at all.

He did not write anything. A follow costs him nothing and takes one tap, and it lets him show up in your world without saying a word or risking a reply.
That is not proof he wants to talk to you. It is proof he wants to be visible to you again. Those are different things.
People refollow for a lot of reasons that have nothing to do with missing you: he saw your name somewhere, a mutual posted something, he was cleaning up his following list and paused on yours, he is bored tonight.
If there was a specific trigger you know about — a post, a mutual, an anniversary — that tells you more than the follow itself does.
If he wanted a conversation, the follow would have come with a message or a story reply. It did not.
That gap is the actual information here. He is testing whether you will make the first move, or he has not decided if he wants to talk, or he simply forgot he unfollowed you and this means very little at all.
Do not send anything about the follow itself. No "I saw you followed me," no "what's this about." That hands him the whole conversation on a topic he did not actually open.
If you want to reopen contact, do it on your own terms and about something else entirely — a shared event, a mutual friend, a normal update from your life. Something short and low-stakes that does not reference the follow at all.
If you have nothing worth saying right now, the better move today is to send nothing. Let him make the next move, since he is the one who reappeared. There is no clock on this.
If a text follows the follow, that changes the read completely, and what you send back should depend on what he actually writes, not on the fact that he followed you first.
Paste that message in when it comes. The follow alone is not enough to write a real reply to.
If he does send a message after the follow, paste the conversation into ZZEND and it will tell you what the message most likely means and write a reply you could send, including whether today is a day to hold off.
It keeps notes on him across your conversations, so if you talk to ZZEND about him again later, it starts from what it already picked up instead of from zero. It does not keep the messages themselves.
